Solar ATAP, explained

On 1 January 2026, Solar ATAP replaced NEM as Malaysia's rooftop-solar programme. Here is what actually changed, who qualifies, what you get paid for your power, and how we file the whole eATAP application in your name.

What changed in 2026

NEM is closed. Solar ATAP is the programme now.

Until 30 Jun 2025

NEM 3.0: now closed

Net Energy Metering credited exported power 1-for-1 against your bill. It closed to new applications on 30 June 2025. If you have a live NEM contract, it continues, but you can no longer apply.

From 1 Jan 2026

Solar ATAP: open now

The Solar Accelerated Transition Action Programme is uncapped and accepts applications year-round through the eATAP portal, administered by SEDA. This is the scheme every new install goes through today.

Why it matters

Self-consumption is king

ATAP credits exports at a set rate instead of 1-for-1. The win now comes from using your own solar during the day, which is exactly why pairing with a battery is worth modelling.

Who qualifies

Your ATAP system-size cap

Caps are set by your electricity supply and premise type. We confirm the exact figure at the free site visit.

Residential, single-phase

Up to 5 kWac

Most terrace and link homes. A typical 5 kWac system is ~12–13 panels.

Residential, three-phase

Up to 15 kWac

Bungalows, semi-D and larger homes with three-phase supply.

Commercial & Industrial

Up to 1 MWac

Factory, warehouse, office and retail rooftops. Systems above 1 MWac now require battery storage (BESS).

What you get paid

The ATAP export rate

Under ATAP you are credited per kWh you export, not 1-for-1 like the old NEM. The real saving comes from using your own solar by day.

Four steps, and we do the paperwork

Eligibility & documents

We check your supply (single/three-phase), roof and latest TNB bill, and confirm the system size you qualify for under ATAP.

Design & quotation

As a SEDA-registered RPVSP we produce the system design, panel layout and an itemised quote in Ringgit, including the eATAP fee.

We submit eATAP

We file your application through the eATAP portal in your name (RM 7.50/kW to SEDA). Zero paperwork on your side.

Install & TNB meter

We install (typically 1–2 days), coordinate the TNB technical assessment, and TNB fits the bi-directional meter to activate your contract.

We are a SEDA-registered RPVSP. Only an RPVSP can submit eATAP, so we file your application in your name, pay the RM 7.50/kW fee on your behalf, and coordinate the TNB inspection. You sign; we handle the rest.

Common questions

Is Solar ATAP still open to apply?+

Yes. Solar ATAP is uncapped and accepts applications year-round through the eATAP portal. It replaced NEM 3.0, which closed to new applications on 30 June 2025.

Do I qualify, and what size can I install?+

Homes on single-phase supply qualify up to 5 kWac, three-phase homes up to 15 kWac, and commercial/industrial premises up to 1 MWac. We confirm your exact eligible size at the free site visit.

What do I actually get paid for exported energy?+

Homes are credited at RM 0.27/kWh for the first 1,500 kWh a month and RM 0.37/kWh above that. Commercial and industrial exports are credited at the System Marginal Price (SMP), which is market-linked and typically RM 0.20–0.40/kWh.

Do I have to deal with SEDA or the portal myself?+

No. We are a SEDA-registered RPVSP and submit your eATAP application in your name, end to end. You sign; we handle the filing, the RM 7.50/kW fee and the TNB coordination.

How is ATAP different from the old NEM?+

NEM credited exports 1-for-1 against your bill. ATAP credits exports at a set retail-linked rate (homes) or the market SMP (C&I). The practical effect: using your own solar during the day is now more valuable than exporting it, so right-sizing and batteries matter more.

I already have a NEM contract, does anything change?+

No. Existing NEM contracts continue under their original terms. ATAP only governs new applications from 1 January 2026 onward.
